I've never heard of a 21-day secession clause. But it strikes me as an odd thing to say. Secession is always illegal or always legal, depending on how you look at it.

Here's a link to the bill itself; which has no reference to that, and only mentions outlawing communication which threatens to kidnap or injure a person (which is still kind of lame. but whatever, I think that law already exists).
