Financial Education - Tax culture participation of municipalities regions and social groups

The set of ways of life and customs, knowledge and degrees of artistic, scientific, industrial development in an era, social group is called culture, therefore, every society has culture and every culture is put into practice by the people who interrelate; being in this way society equal to culture.

Hence, tax culture is a wealth, a social capital, which has its own logic. It is a capital that has to be created and takes time. But it can be created, you just have to know how to do it. The matrix values, and therefore the most important, in our knowledge society and culture, are knowledge and participation.

It is, therefore, on these that the new tax culture must be created and accumulated. There is no other way, knowledge here means total information, transparency, rigorous analysis, approach of all possible scenarios, critical assessment of them.

Participation means that those affected, all citizens, take part in the definition of the human development model as a country, in the definition and elaboration of tax policies and in the decision of the tax system that is needed and convenient.

In this sense, participation implies that, by municipalities and regions, we all take part in the elaboration and approval of the national budget as well as in the determination of the taxes to be collected. On the basis of these cultural and social practices, sooner than imagined, we will have the tax culture that we need so much now.
