The Rohingya call for 'safe zone' under the UN supervision

UN Security Council Resolution on Safeguarding Civilians During an armed conflict, while addressing an open discussion organized by UN Security Council in Myanmar, Bangladesh's permanent representative to the United Nations, Ambassador Masud Bin Momen, called for' safe zone 'for Rohingya under the UN supervision. In view of the Rohingya crisis, Ambassador Masud presented a five-point recommendation on providing 'protection of civilians in armed conflict'. These are: 1) The United Nations and relevant authorities have to give utmost importance to the strategic analysis and evaluation of the armed conflict. In this regard, the United Nations Field Management should be encouraged to develop the ability to feel the potential threats to civilians including the warning message of violence.

  1. In order to provide relief to humanitarian aid workers and civilians, they must be sure to have a safe and secure way. Healthcare, education and religious institutions should be kept out of conflict.
  1. Members of the country should ensure that the weapons and ammunition sent by the country are not used in violation of the violent crime committed by civilians and violations of international humanitarian laws, and must be responsible for this.

  2. It is vital to have the universal practice of not violating women and children. In the case of humanitarian disasters of Rohingyas, we have seen many children born in sexual violence. In the case of armed conflicts, the persons detained in the prison, and the fear of family and community fears of women and children of sexual violence will be taken into account.

  3. It is vital to ensure accountability and justice in the clear violation of the International Humanitarian and Human Rights Act, so that the culture of getting away from its liabilities is stopped due to violent crime on non-Assamese citizens.
