Right. Exchanges and betting markets are separate things. The former is tied to the underlying value of Bitcoin, the other to speculation on this value - it is a tertiary layer even with (theoretical) physical delivery. Bitcoin's not like other commodities, though. You can have physical settlement of contracts in your office. You don't need a warehouse, just a computer and internet connection.
