I am not familiar with the law giving diplomatic passports to former DFA secretaries, so it might sound that Del Rosario's argument is pretty valid. I do get what Tito Sotto also mentioned.

Also, Del Rosario's trip is for business, and not for the government. That says he is misusing his diplomatic passport.
