This "snowstorm" was taken on the surface of a comet
The images were taken by Rosetta, A European Space Agency probe on the surface of comet 67P.
They were then processed into this short clip by Twitter user Landru79.
What looks like a snowstorm is actually a couple of different things. The particles in the foreground are dust flying around, while the ones falling in the background are actually stars. They look like they're falling because the comet is rotating.

"Space is for everybody. It's not just for a few people in science or math, or for a select group of astronauts. That's our new frontier out there, and it's everybody's business to know about space."
