There are a number of assumptions and values that underlie the study of organizational behavior and that will guide our examination of the filed in the context of public service. In other words, the field of organizational behavior is fundamentally based on certain assumptions about the nature of people and behavior.
Everyone has been aware of some beliefs they may have about something or someone. Think of a fact that you may know about something; now think about a stereotype that you may be aware of. We bring this thinking with us into the workplace and it ultimately effects the way we provide services to the public.
So, what are the assumptions of Organizational Behavior
- Human behavior is purposeful
- Behavior is not random
- Behavior can be changed through learning
- People should be valued simply as humans aside from their contributions to organizational goal attainment.
The final assumption that guides our exploration of organizational behavior in the public sector is that public service is about serving others.

No doubt the way we behave in our jobs and public places is changing this century. Likewise, there are new patterns of behavior for bosses, who, more than bosses, should be leaders who motivate others. It would be interesting to read that book about human behavior
