while the enthusiasm of tourists to visit this island is quite high, the condition that makes people around Sabang Island get the benefits, they get a job by delivering tourists across from Sendang Biru Beach to Sabang Island. In fact, some of them act as coolies, not only that, the Gapang Village Government charges an entrance fee of Rp 10,000 for tourists who want to go to Sabang Island in accordance with the Village Gapang regulation 2017. Within a year, retribution can reach Rp 5.1 billion. Actually, tourism activity in Sabang Island is an illegal activity, whereas, Natural Resources Conservation Center (Sabb) considers not to know about the imposition of retribution.
