90% of the Russian population will not live to the retirement age
"We have heard, sire, that there is a wicked person near you by the name of Government, from whom we are suffering — chase him away, we beg you, sire, chase him away from your face!»
(From a letter from Kabardians to Emperor Alexander I of Russia).
Naive Kabardians seem to have been right - Mr. President has been fighting for the Russian population for almost 20 years, constantly stating and emphasizing his position as an opponent of increasing the retirement age, but apparently a bad company spoils even men of principle.
The bill on pension reform in Russia was adopted in May 2018 by the order of the Russian Prime Minister Dmitry Medvedev. The Human Rights Council under the President of the Russian Federation, recognizing the general need for a reform, recommended that it be postponed until 2025, but foreign advisers to the government have always been closer*. The puppeteer and real initiator of the bill is IMF, from which Russia has not taken loans for a long time and should not depend on the influence of this organization in its policy. But nothing has changed: representatives of the fund still stand behind the back of our ministers' chairs and whisper different things in order to "bring dirty Russia closer to the civilized countries". And as for raising the retirement age, a recommendation was made: "... a pension reform that provides for a legislative increase in the retirement age would help to mitigate the impact of negative demographic trends on the labor market...".
The government of the Russian Federation immediately "saluted". Reducing something is the easiest solution, it doesn’t matter if they rip "other people’s lives". The main thing is that salaries and inefficient expenses of the government itself and the State Duma, through which anti-Russian bills are passed, are not subject to cut. I wonder for what achievements in the development of Russia these politicians receive such reward:
- The salary of the State Duma of the Russian Federation deputies in 2020 increased to 400 thousand rubles, and the senators of the Federation Council — to 385 thousand rubles.
- At the end of 2018, the Prime Minister, his deputies and the ministers (a total of 31 people) received a cash income of 1 billion 625 million 946 thousand rubles. This is the equivalent of the salary of the population of a city of 50,000 people***.
And now let's compare their income with the average pension of as much as 14.5 thousand rubles, which was worked hard for, but the senior citizens will not get another 5 years.
Let's be objective and take it as a hypothesis, that the IMF staff did not want to advise anything so "bad", they only proposed to move the retirement age in Russia to the common and usual one in the West. Let's compare the situation in Russia with countries such as the United States and Germany. In "civilized" countries, which the "advisers” suggested to focus on, people are given a chance to live on pension for an average of 13-15 years, while it is only 2 times lower than the average salary after deducting all taxes!
Our average pension in Russia is almost three times less than the salary before taxes. This is unpleasant, but it is not the worst. The average life expectancy for men is 68.5 years. They are given the opportunity to live on pension for 3.5 years by the good "advisers". Women have a better situation – they get 10 years more, of living in retirement. We see a direct violation of paragraph 3 of article 19 of the Constitution of the Russian Federation: "Men and women have equal rights and freedoms and equal opportunities to exercise them." Foreigners do not need to know the provisions of the Constitution of the Russian Federation. It is sad that the Russian Government violates fundamental documents in its initiatives.
To stop gender discrimination and to restore social equity, it is necessary not to raise, but to lower the retirement age for men!
Raising the retirement age would be justified if the Russian Government could provide the implementation of decree No. 204 of 07.05.2018 "On national goals and strategic objectives for the development of the Russian Federation for the period up to 2024", where the President set the task to increase the life expectancy of the population to 78 years by 2024 and to 80 years by 2030. But this basically is not feasible in the current economic situation and the environment in which the Russian society lives. Therefore, the average life expectancy increases sluggishly by 0.2-0.3 years.
The bill is already in effect. Let's see what progress has been made in reducing pension payments. The population of Russia in 2018 was 146.8 million people. Here are The Russian Federal State Statistics Service (Rosstat)data on the number of people of pre-retirement and retirement age in 2018****:
The cold-blooded economic animals from IMF are right- economizing was significant. Retirement is delayed for about 15 million people. Previously, about 30% of women and 16% of men lived to retirement age. The number of "lucky people" has been reduced by half with a "subtle movement of the hand". After the transition period, 95% of men and 80% of women in Russia will not be able to live up to their hard earned social guarantees.
A German pensioner may no longer work and choose to spend the winter in warm Turkey, Spain, Thailand, and want for nothing. Old people in Russia continue to work until they die or until they are no longer able to go to work. Pension in Russia is a form of social security, the minimum necessary for survival: paying for utilities and purchasing the cheapest food. This hard earned "security cushion" allows them not to do too heavy work for an elderly person, and to choose something easier – job as a concierge, postman, etc. If they can't stay at their old job, senior citizens in Russia try to find a side job at least 10-15 thousand rubles a month to keep their dignity and not linger in outright poverty. Most people can only dream of going to Sochi for a couple of weeks, just like in the good old days.
Depriving the majority of the population of a pension is the same as kicking a stool from under the feet of a man sentenced to hanging. People who are used to: getting millions monthly, coming to work in company car with a driver, working in a private office, and sleeping at meetings after partying with Bohemians never understand what; going down every day to the slaughter after 60 years, working as a builder on the top windswept in the winter, or living in a housing on duty in Novy Urengoy. They do not understand the humiliation of an honest nurse or saleswoman who is raising a child alone on 20 thousand rubles a month and praying that everything is in order with her retired parents who are forced to work not only to make ends meet, but also to somehow help their daughter and granddaughter. Perhaps nothing can touch "the people in power" and they have no conscience. Then they should be reminded of how Queen Marie Antoinette ended her days having said this about the starving people on the streets of France: "If they don't have bread, let them eat cakes!»
If well-known international consulting companies are not able to find funds for retirement, it is necessary to create a public evaluation to find the necessary funds in the budget. It won't be that hard.
And cost-cutting should start directly with the Pension Fund of the Russian Federation – the largest and most inefficient pension fund in the world. About 500 billion rubles is spent annually on maintaining its work – the salary of more than 120 thousand employees, maintenance of real estate properties, etc.. Moreover, the Pension Fund of the Russian Federation does not cope with its responsibilities- it invests inefficiently. The result is a deficit in the profit/cost ratio of about several hundred billion rubles, which is also covered from the budget*****.
For comparison, the Japanese pension service has 15 thousand employees, and their population is only 20 million less than ours. A well-known Swedish economist Anders Åslund estimated that in Russia, 14 thousand people should be assigned to maintain the pension system: "the pension fund does not have any special functions. Everything they do can be done using a computer through a large state bank"******. Mr.Åslund is a very good adviser. Although a foreigner, he would be very useful to Russia. It is a pity he is not a member of one of the consulting companies that have managed the "feeder" of the government .
I think it is not necessary to explain that the government of the Russian Federation will not work for the population of Russia if this population itself does not give the right direction to the thoughts of these "too far from the people" masters. There is a simple way to remind them: "We are not slaves, slaves are dumb." In France, less than a week ago, they did not allow raising the age limit for receiving pensions. The entire list of tools that the French used to get an effective result is before our eyes. And we don't need street fights - we can still achieve results with peaceful purposes: protests and disobedience. The main thing is not to sit back and wait for mass hunger strikes and suicides of pensioners deprived of the possibility of human existence to begin. So what are we waiting for?!
- This video contains fragments of the Russian President's speeches year by year. He made his statements about his disapproval of raising the retirement age on average once every two years:

The only thing that has changed today is that the foreign advisers are sidelined and formally work "under the roof" of international consulting and audit companies. Currently, a dozen businesses receive about $ 2 billion annually from the Russian Government for working out solutions in the interests of foreign countries.
