What can this be? A tree in its infancy growing out of the concrete ground?

Oh, it's a concrete block with a hole and a tree growing through and out of this hole.
What will the future of this tree-to-be be?
There is not enough space to grow strong.
I will revisit this youngster occasionally and report back to you on its progress. Stay tuned ...
