What I got from your post was that the governments already control the ISPs to not allow competition. wtf, ISP's are already regulated??? So here we are thinking we are fighting the government, but only furthering their agenda. This is eye opening.

Internet must be regarded as a sacred free space for all the people. I know it must be hard for EU and US, China to do so. But new kind of internet will come and respond to this big problem (for some time at least until those mad government thugs find another way to intrude the people space).
The only way we're going to get, and keep, free speech via electronic communications, is if we own the infrastructure ourselves.
