Here's a travel guide to Osmeña Peak to help you plan your trip:

From Cebu take a bus bound for Santander or Oslob at South bus Terminal in Cebu City. Travel time is approximately 3 hours and bus fare is about PHP 110/2.2 USD. You have to tell the conductor or the driver that you will get off at Dalaguete junction for Osmeña Peak. At Dalaguete, hire motorbike directly to Osmeña Peak trail head. Fare is about PHP 100/2 USD per person. Travel time is about 1 hour.
Tourists/Hikers need to sign at the Osmeña Peak Tourism Center and pay for entrance fee of PHP 30/.06 USD. Local guide will approach you, usually PHP 170/3.4 USD per guide.
