2- also by resteem posts for other steemers to get rewards.
3- upvote to others so they upvote to you .
4- don't give up use every steem or steem dollars to raise your steem power after only 60 days you will see the difference.

Advise #2 is a bad advise.
There are some people I like here whom I don't follow just because they resteem.
It also makes you look amateur and spammy.
Just don't.
Post your content even if you come up with something good once in a blue moon.
Post comments if you have a question, or a correction, or something important to add, but not otherwise.
Try to post useful stuff.
Stuff that you want to read.
Don't try to be nice.
