When a Nation is fantastically corrupt?

So Bill Gates has cried out over the corrupt nature of the Nigerian leadership.
He has been spending a lot of time in Nigeria and investing in health throwing billions of dollars at the government with the hope of truly impacting the people who need it, only to end up enriching a select few.

My Gates should have known it would have been easier for him to invest in certain you g Nigerians doing well than in the nation as a whole.

What do I know? I am just an innocent bystander.
