RC (Resource Credit) is to prevent abuse behaviors on steem blockchains. Some operations are more expensive than others, for example, claiming an account ticket is way expensive than voting a post.

I have a script that claims account tickets regularly and those tickets are used to register accounts via Steem Account Registration however, as the RC recovers rate is not fixed, so sometimes I had to manually adjusted the RC by either registering more tickets (to avoid the RC overflow 100%) or pausing to let RC recovers before it is drained.

Last week, the script broke a bit, and my RC was 100% for a few days. So, I added a simple strategy for claiming accounts: if it is more than 25%, do claim the tickets, otherwise skip.

The RC is now maintained at the level of 25%.
