I think this is a good point. A child might be able to fluently read the words in a particular book, but then they may not be able to grasp the higher concepts that it is discussing. Its like watching movies as a kid and then watching them as an adult. You look back and think "I don't think I actually fully understood this movie when I was a kid."
On another note I read the entire Harry Potter series last year and I loved it.
Yes, some kids just kind of "go through the motions" and don't really read the content. Plus, the content isn't easy anyway, so it would be very difficult for a foreign kid or a kid under reading level to understand, I imagine.
