I just read a comment lamenting that some accounts seem untouchable because of having massive stake and a capability to retaliate effectively. Have no fear. Just move your stake into other accounts. But you're going to have to do it off-chain so that it cannot be traced back to you. That's your answer. Create alt accounts with stake to do your flagging with. You don't have to even stop earning with your stake allocated to them because no amount of counter flagging can hurt your ROI if you don't use those accounts for any content creation, only flagging (with the 2.5 free daily downvotes or some more) and curating. (If they start flagging what you curate, you can curate content produced by other large stakeholders and see if the abusers will have the balls to continue. And if you happen to get a war started that way, all the better for all small accounts because a flag war means stake that would've been used for self-upvoting ends up directing rewards back to the pool.)

Then you can flag the fuckers to your heart's content.

What are you talking about? After HF 21 any amount of stake is more valuable than before. That's because curation rewards go up by about 80%. If you curate skillfully, which means front running large votes and finding new content likely to attract a lot of votes, then you can earn much better curating after HF 21 than before.

You see, the non-linear reward curve stuff applies to rewards earned by a piece of content, not votes in themselves (except when you're the only voter on a piece of content, of course)!

You'd be surprised how profitable front running large vote mass can be despite the early voting penalty.

It doesn't change much. Front running is most effectively done by autovoting authors using SteemAuto. Pick your authors, set your voting weights and timing and you're good to go. SteemAuto will do your voting while you sleep. If you think a post you didn't like gets voted, you can always remove your vote afterwards.
