[Condenser] Add Steempays and Variations to BadActorList

Issue

User steem-pays is a service that users can use to exchange STEEM. There are users steempay,steempays,steemitpay that are typo squatting.

Solution

Add the accounts typo squatting to the BadActorList for warning.

Summary

Steem-Pays is a legit service that users are encouraged to send money to. It seems some users are making typo mistakes and sending money to a scam or inactive account. This change adds the violating users to the BadActorList so the sending user is warned before burning their SBD.

What is the BadActorList

The BadActorList is a list of usernames and accounts that are squatting on names that are very similar to other accounts. This enables users to be successful with phishing scams by typo squatting and convincing users to send them more, or by simply waiting for a user to send them money accidentally. The BadActorList usernames will disabled the send button when a user is trying to send a transfer to the account that fits the name. Therefore, the list adds an extra step and level of security for users that are sending transfers through the wallet page.
