Bushes or bugs

Original photo, no filter. Took a walk in a different part of town the other day and noticed quite a few houses with these bushes in their front yard, all different colors. Some light green, others dark green and a few yellow ones like these. I'm always pulled in by the yellow, what must this be? Lol.
