Question for anyone that understands steemit

Trying to understand what I been seeing lately ?
I saw a cool video it only had 1 hashtag

The person had only 12 followers and
1 post
210 votes and after I hit upvote it made it only .07

Keep seeing the same on other accounts
One post had 500+ votes and only was at .01 ? Weird

Another post I saw was just a question? and they are at over 500.00 for asking a question lol like really ?

Weird stuff going on

    I've been around here for a while, and what I've managed to comprehend is that the payout depends mostly on steem power and reputation of the voter. I suppose if you have 500 votes with zero SP (steempower) behind them, then it doesn't amount to much. What a person needs on here is a few whales autovoting your posts.
