Correcting homework is the proper meaning for teachers to fulfill their educational and teaching responsibilities. Relevant laws and regulations have clearly stipulated this. Article 7 of the Teachers'Law stipulates that teachers have the right to guide students' learning and development and to assess students'morality and academic performance. Article 8 stipulates that teachers should fulfill the contract of teachers and complete the task of education and teaching. Article 35 of the Compulsory Education Law stipulates that schools and teachers carry out educational and teaching activities in accordance with the determined educational and teaching contents and curriculum settings to ensure that they meet the basic quality requirements stipulated by the State. The Code of Professional Ethics for Teachers in Primary and Secondary Schools (revised in 2008) clearly stipulates that teachers should be highly responsible for their work, prepare lessons carefully, correct homework carefully and guide students carefully.
In response to your proposal that primary school teachers use mobile phone Wechat and QQ to assign and submit homework to students and parents, local education administrations have also made clear provisions. For example, the Zhejiang Provincial Department of Education issued Guidelines on Improving and Strengthening the Management of Schools and Primary Schools, which stipulated that homework beyond students'abilities should not be assigned, that homework requiring parents to complete or require parents to work on their behalf should not be assigned, that parents should not be required to correct homework assigned by teachers or children's homework errors, and that parents should not be required to download and print homework through the Internet. The Ministry of Education of Shandong Province issued the "Implementation Plan of Special Action for Effectively Reducing the Extracurricular Burden of Primary and Secondary School Students" to strictly control the amount of students'homework. In the first and second grades of primary schools, no written homework is arranged, the contents of homework are designed scientifically, the layered homework is advocated, and no mechanical repetitive and rote-memorized homework is arranged. Homework corrections must be completed by teachers and parents should not be allowed to correct homework.
Aiming at the problem of children playing smartphones by chance, the Ministry of Education jointly acted with multiple departments. In August 2018, the Ministry of Education and other eight departments issued the Implementation Plan for Comprehensive Prevention and Control of Myopia among Children and Adolescents. It was proposed that school education should use electronic products reasonably in accordance with the principle of need, and that teaching and assignment of homework do not depend on electronic products. Through the joint efforts of the government, schools, medical and health institutions, families and students, we can protect the healthy growth of children.
Next, the Ministry of Education will further strengthen the construction of teachers'ethics, improve management, standardize teachers' educational and teaching behavior, make it clear that teachers should not assign homework by means of mobile phone Wechat and QQ, and assign the task of correcting homework to parents. Avoid "school burden reduction, social burden increase, teacher burden reduction, parents burden increase" and other phenomena.
In fact, the relevant regulations on assignment of students'homework have been promulgated in many places, and the relevant regulations have been promulgated by the local educational administrative departments.
