On February 13, Xi'an issued the Notice of the General Office of the People's Government of Xi'an on Further Relaxing the Access Conditions for Some Household Registration in Xi'an (hereinafter referred to as the Notice). The Notice clearly states that those with bachelor's degree or above are not subject to age restriction; those with bachelor's degree or less are under 45 years of age. In addition, all students in Colleges and universities throughout the country (registered personnel of the Ministry of Education's Xuexin Network) can move into Xi'an and settle down.

Previously, the age restrictions for residence with bachelor's degree in Xi'an were as follows: those with bachelor's degree (excluding) or less were under 35 years of age; those with bachelor's degree were under 45 years of age; those with master's degree or above were not subject to age restrictions.

It can be seen that the age limit for undergraduate (including) or higher education has been completely abolished in Xi'an, and the age limit for undergraduate (excluding) or lower education has been relaxed from below 35 to below 45.

It is noteworthy that in less than two years, Xi'an has repeatedly adjusted its household registration policy. On March 1, 2017, the new policy of household registration access, known as "the most relaxed in the history" of Xi'an, officially landed. The new policy has made major adjustments to some of the conditions of household registration access, including relaxing the residence restrictions for graduates of ordinary colleges and secondary schools, relaxing the conditions for the establishment of collective household registration units, and so on.
