Tell Congress to Pass Anti-Fraud Bills | Act for America
In a strong step forward for protecting American taxpayers, the House Oversight and Government Reform Committee advanced nine anti-fraud bills with mostly bipartisan support on April 29th. These long overdue measures aim to shift from the failed "pay-and-chase" approach to proactive prevention, strengthening oversight, data tools, and accountability across federal programs. Here is a brief summary of each:
Pre-Payment Fraud Prevention and Treasury Data Access Act: Requires the Treasury Department to verify payment and payee information with agencies before issuing payments, while expanding and improving the use of the Do Not Pay system to stop improper payments upfront.
Fraud Prevention and Accountability Act: Establishes a permanent Inspector General for fraud, accountability, and recovery at Treasury to house and sustain critical data analytics tools originally developed by the Pandemic Recovery Accountability Committee.
Stopping Fraudulent Payments Act: Empowers Treasury to return or halt payments flagged as high-risk of fraud through the Do Not Pay system and other checks.
Federal Fraud Prevention Workforce Training Act: Mandates a government-wide anti-fraud training program for federal agencies and provides it at no cost to state and local governments administering federal funds.
Zeroing Out Monetary Benefits Improperly Expended (ZOMBIE) Act: Replaces annual improper payment estimates with ongoing risk assessments and strengthens coordination between inspectors general and Treasury.
Taxpayer Resources Used in Emergencies (TRUE) Accountability Act: Requires the Office of Management and Budget to issue guidance and mandates that agencies develop emergency fraud-mitigation plans based on proven frameworks.
Taxpayer Funds Oversight and Accountability Act: Clarifies and strengthens the role of agency Chief Financial Officers in managing financial risks, internal controls, and reporting.
Timely and Accurate Benefits Act: Grants states access to Treasury’s Do Not Pay system so they can perform eligibility checks on the trillions in federal funds they administer.
Government Audit and Accountability of Federally Funded State-Administered Programs Act: Directs the Government Accountability Office to produce annual reports identifying the highest-risk state-administered programs for fraud, waste, and abuse.
