Yes they require you to have a bitcointalk account that is not a newbie account in order to seed out possible scammers/abusers, because if they didn't require this a single person could just sign up with many different emails and essentially end up with a very good amount of the token, which would not be fair for the honest users. Ya dig? You really should create a bitcointalk account, there are manyyyy different benefits to having one, many way to earn free tokens and new altcoins n what not.
