The back story about this was the trauma of passing by and seeing a bad accident one day on the Washington DC beltway. There were lanes marked with signs that said "HOV 4," which stood for High Occupancy Vehicle restricted lanes. I used to think of HOV as the name of a demon-god of traffic hell and auto accidents. And those signs were the markers of his terrifying domain.
