This painting alludes to the story of the headless horseman. In fact, I believe the painting more than the story; it's impossible to ride a horse without a head.

Those children seem to have fun unlike the man carrying them around. I know why, they kick him him. It's the same if you sit in a bus or plane and children keep kicking against the back of your chair.
