It is the summary of the short-term! sentiment of the analysts. I get that this seems odd with current price action and shows that most of them have expected a different path for btc price.

On the otherhand it is not easy to put the right sentiment. E.g. ew-and-pattern is expecting this move down but than up - in general I put him bullish that way but very short term bearish would work as well...
