Not a surprise, Coinbase switched over from SWIFT to PayPal for withdrawals to get fees lower... Coinbase still use Visa or SWIFT for deposits.
Do you mean to fund an account? You can always transfer bitcoin or ether etc. in from somewhere else to fund it as well...
Yes, to fund an account for buying cryptocurrency and to withdraw FIAT from Coinbase.
