The car was not runing for a long time?
I would clean valve "holes" ...maybe some rust because some valves ware open for a long time. This might cause lower compression. Cylinder head must go off :( .

The previous owner started it up weekly so should be no internal rust in the engine. Will see how it goes as i sort things out.
