Yes, we didn't want to carry over the distribution from steemit entirely as 99% of accounts own less than 500 SP and .1% of accounts own about 90% of the steem... any whales would be starting around 2500 PAL, but always have the option to increase stake via mining or buying the sell wall on steem-engine.
