Similar problems in Japan. Not enough practice listening to natives. It’s like studying Egyptian hieroglyphics and trying to recreate the pronunciation without ever hearing an actual Egyptian speak, except in this case there are literally billions of actual audio recordings available for free at the push of a button.

China's rural schools, and even the urban schools, are still largely unconnected to the Internet, and computers are rarely available in the classrooms. Besides the tech challenges, teachers in China still follow the age-old "teacher talks, students listen" pedagogy, and teachers who try to modernize meet a lot of resistance from administrators and parents who only worry about standardized test scores.
