The traffic director who was angry about the black car in the political program said: rectify the style of work

After the video was released on social media, many netizens watched it.

In the focus of all parties, is the black car, which is regarded as a "heart disease" by transport management departments, disappeared completely? How to solve the city's persistent illness? Voice of China reporters rushed to visit the vicinity of the passenger transport station in Gaoling District of Xi'an as mentioned in the program for the first time.

This is a dialogue in the live interview program "Party Style and Government Style Hotline", which is co-sponsored by the Xi'an Discipline Commission of the Communist Party of China, Xi'an Municipal Supervision Bureau and Xi'an Radio and Television Station, produced and broadcast by the Xi'an Municipal Government Rectification Office and Xi'an News Broadcasting. One side of the dialogue asked several questions in succession, while the other side's answer seemed a little awkward.

After several major social media releases, this live interview program has aroused a large crowd of netizens. In view of the problems exposed in the program, yesterday afternoon, the reporter rushed to Gaoling District Passenger Station for a field visit.

Reporters at the gate of Gaoling Passenger Station in Xi'an City, West Korea Road, saw that two traffic law enforcement vehicles were on duty at the gate, and law enforcement officers were patrolling and checking at the gate of the passenger station. Within twenty minutes of the reporter's observation, a tricycle took passengers to the opposite side of the passenger terminal and left quickly. In addition, the reporter did not find the phenomenon of black cars and three-wheeled solicitors. The officers of the subordinate units of Gaoling District Transportation Bureau told VOA that:

"You can't get evidence. He came to say that he is a friend or relative. When you want to get evidence, it's when people trade, so we can take measures. In itself, Gaoling District is very small, you said that he can report his name, some are from a village, so you have a certain degree of difficulty in law enforcement.

Reporters learned that the rampancy of black cars and tricycles in Gaoling area of Xi'an had existed before. The local government has also cracked down on this problem, and in 2013, after banning illegal tricycles, innovative free bus lines were opened in County towns. The cost is borne by the district finance to solve the problem of insufficient public transport capacity. According to Liu Pengwu, director of Gaoling District Transport Bureau, 28 free buses in Gaoling District can carry 8 million passengers per year. At the same time, because of road traffic problems in Gaoling District in three years, the heads of relevant departments have stepped on Xi'an Radio and Television Station's political program more than once to receive inquiries from supervised guests.

Liu Pengwu said that after the political program, Gaoling District will also carry out the restructuring of illegal operating vehicles as well as the restructuring of the industry system style.

"From November 11th to now, more than 20 people in our bureau and more than 10 people in the traffic police force, including more than 10 people in the city administration bureau, have jointly enforced the law. No matter in the urban area or the park, four black cars have been investigated and dealt with successively, and there are more than 13 rounds. Of course, now once an action is taken, some of the three rounds run away. In the process of law enforcement, including in the process of road patrol, once the law enforcement is found immediately. Through these days of rectification, the effect is obvious. I have not done a good job in this work. I can't explain it to the masses. We should give one example and three examples to rectify the traffic system so as not to let these things happen again."

Gaoling is located in the northern part of Xi'an City. The government of Gaoling District is nearly 40 kilometers away from Xi'an Bell Tower. In 2015, Gaoling "withdrew counties and set up districts" to end years of county system history. Liu Pengwu believes that, in contrast, the imperfect infrastructure, the inadequate awareness of traffic management staff and the low station position are one of the reasons why black cars and tricycles are prohibited repeatedly in Gaoling District.

"One is that our infrastructure is not perfect and our hardware facilities are not in place to meet the needs of every citizen. Second, in the process of law enforcement, due to the restrictions of law enforcement regulations, there may be more or less imprecise law enforcement. It is difficult to obtain evidence here, and the means of striking are not strong. Again, at present, our law enforcement team, personnel and area are relatively large. There are many units and jobs that we cooperate with here, so during this period of time, maybe because of the cooperation between our staff, the staff seems to be a little insufficient. The drivers of black cars and tricycles in front of us all look at it. As for me, I am determined and confident to do this well."

According to the latest response of Gaoling District Transportation Bureau this morning, starting from February 11, multi-departments of Gaoling District jointly launched a special campaign to combat illegal operations and illegal vehicles to strengthen the crackdown on illegal operations. Up to now, 60 law enforcement vehicles have been dispatched, 200 people have been involved, 15 suspected vehicles have been inspected, 2 suspected illegal operating vehicles have been temporarily detained and 25 battery vehicles have been seized.
