Yes, they actually waited for Congress to leave on Christmas break and passed it when there was almost no one to vote for it.

They are neither federal or reserve yet they have the power to issue currency and also to declare martial law. It's scary to know that a private corporation has this much power and influence on U.S. monetary policies.
