Please ask how Westerners can become Bookkeepers. Specifically: do we need a CA certificate? How do we nominate ourself when this functionality is not coded into the Neo wallet yet?

Also, when will Neo holders be able to vote on Bookkeepers (not yet coded into the wallet)? How will we judge which bookkeepers are the most honest?
