Does this new wallet pay 'neo gas' for holding neo coins in the wallet?

Also, what about the wallet on the Binance site? It has an exchange to buy neo and neo gas as well as store them in secure wallets. I don't know if Binance will pay any 'gas' for storing the Neo coin though.
