What about using Steem for your idea? you talk about preventing them from spending it all at once, well if you use Steem and give them SteemPower not the direct currency they will have to spend it over 3 months. Also Steem has free transaction fees. The main issue as I can see it for Steem is that there is no treasury system to put a proposal in for so you would have to find the cash or beg a whale or something.
