I think the state could offer firecrackers in general as a huge display of lights just like on New Year celebration in many countries ... like positioning it on the bridge or tower. just an example.
Yes @mers I think that would be appropriate to save the environment. But it's very difficult to convince people to leave their 1000 year tradition.
