Question: Why is it ok for these folks to make jokes about a tragedy that injured so many and killed a women.

Perhaps for the same reason that its ok for lawless anti-first-amendment activists to perpetrate acts of terrorism in order to enforce fascist control over any and all dissenting opinion.
