Incomplete use of natural resources and full use of natural resources in underdeveloped countries is possible. Because of the lack of capital, skilled manpower and advanced technology in these countries, it is not possible to fully utilize the natural resources.

Population pressure and population growth rate in underdeveloped countries is very high. Advances in medical science have reduced mortality. But the birth rate has not changed. As a result, the population is constantly increasing which is giving rise to abnormal conditions like poverty, illiteracy, child marriage, polygamy etc.

Lack of entrepreneurs and lack of capital in underdeveloped countries is also lacking in entrepreneurs who are brave enough to take risks by investing capital. They are not interested in taking any risk as they do not have business experience. Moreover, the entrepreneurs who have experience and ability do not invest in the country but invest in other countries.
