The Attic-lab BP account could vote though even if chintai hasn't yet. Some block producers have started voting on referenda and it's helpful for voters. Anyway I know most BPS try to keep a low profile so as not to lose votes... But it should be the opposite!
As of now, chintai will not be voting on referendum proposals. They will keep the community updated
