Humanity has subjugated itself to external dominance for thousands of years. Easier to abdicate and complain than to step up and choose. Not that we all don't make choices every day and not that, as you so articulately write, we are not capable.
Every time the US government has shut down over the past several years, and it has done so many times... the most hilarious thing is that NO ONE NOTICES . ;)
Choose your home frequency(ies) EVERY MOMENT. Live in that presence, and see what occurs. I've been around on the planet a bit longer than you have and my life is 'proof' of this living experiment. This is what works. This is what will function as the obsolete forms fall away. Choose from within and let nothing dissuade you from that choosing.

Yes! I really do believe this to be the truth for myself. Acknowledging each moment as an opportunity to resonate more closely with our highest truth, is a formula for a truly fulfilling and rewarding life experience.
And so true... no one notices lol. In my opinion, it just conveys how passively involved we are as US citizens. I look forward to the day where we are all proactively engaged and able to communicate those engagements productively. For now, we'll just have to continue doing our thang and shining bright for all to see ;-)
