Thai is like Nigeria in many of her practices... We have private bodies renting out the bikes but mostly to the citizens too, but no one cares about your papers if you can easily deep your hand into your pocket and bring out sometime for the police at every check point...

These laws are not made to save lives but to generate money for the government...
