The offenders have obviously taken root inside the institutions to get 'access'. But the question is, how have they gotten away with it for so long? Powerful groups are protecting the offenders, and have a huge involvement in all of this. The rumours of abuse have been around for so long within the political establishment, that it's impossible to ignore. There are so many police investigations that have been, shelved and stopped from completion in the past, that we can only speculate that it is so common that it exists everywhere.
You asked how they've gotten away with it for so long - part of it is the fault of the 'amnesiac press' who report on each single instance of abuse as separate random one-off occurrences and not as part of a wider picture showing systemic abuse/ a pervasive culture of abuse.
Absolutely. There are powerful people in media organisations and the police departments who also help to cover up these crimes, just like the BBC completely covered up the Jimmy Saville scandal. It goes all the way to the top, including Royalty. There is also a lot of fear and bullying that goes on, that does not allow honest investigations and reporting on these crimes. Here is an example of a horrific story in the UK.
