Most likely they'll go after "who" can own a gun. That will get even gun owners on board because of the suicide rates etc. A compromise. The problem is too much constitutes for mentally ill these days. It will eventually be near impossible to legally own a gun. That's the plan as I see it. They've already tried everything else.
