My lamborghini got messed up from a construction site.

My lamborghini got messed up from a construction site and the construction people weren't willing to pay the damage price. So I went to the police in my pricent and they said that the people had the right to not pay. This is so unfair and I am hoping can anyone give me any advice on how to handle this mess.
