'Hands Up Act' would punish police for shooting unarmed citizens
I think it's awful that we even need a law like this in the first place. If an officer tells me to put my hands up, I'm putting my hands up. Even if I'm in my wheelchair, trundling along, minding my own business. And I Hope the Police don't brutally beat me, tase me, or pepper spray me.
