Because as much as we like the idea, the institution would require a combination of warrantless mass surveillance in people’s bedrooms and a complete lost of bodily autonomy for both sexes either through forced abortions for unauthorized pregnancies or temporary sterilizations via compulsory IUDs, falliopial tubal ligation, or vasectomy for males. It would not only violate constitutional rights and the fundamental principle of informed consent in medicine, but it would be a eugenics throwback that both the mainstream pro-life and pro-choice crowd would completely reject. Aside, from groypers and other alt-right miscreants no one would support the institution of such a licensing regime.
