Looks like they're trying to dry the meat out to create some sort of dish?
I think they mostly import it to Nigeria, I read an article in Natgeo that the stinky dried fish is a popular delicacy there, funny enough. I also found out that the best Salmon is caught in these oceans but then you can't find the best Salmon in Norway because they export it elsewhere in the world :)
