They sure are appreciated and multiple small votes can get that threshold to $0.02 but if an author is up-voting as a monetary reward to those commenting on their blog posts, the reward won¨t get paid unless the up-vote has a value of $0.02 + or the comment reaches $0.02 or more from combined votes.
