Can anyone identify what plant is this?

I found this plant while walking somewhere in Samar. I wanted to take it, I think it looks nice.

But I'm not sure if it's okay to take this.

I want to know more first. Then if it's okay (we have laws here that prevent taking or keeping endangered species), I'd like to cultivate and propagate these.
